100% of the blame for this fiasco is on the idiots in the Iowa party for switching over to a phone app against the advice of everyone who knows anything about the technology. There's absolutely no excuse to change a system that's worked fine for decades just because the new thing is shiny. Heads should roll at the state party headquarters.
