Freon-free Foam

Via Instapundit, this fellow posits that the problems with the Shuttle external tank shedding foam relate to a 1997 change from foam made using freon to a CFC-free foam. I couldn't tell you whether he's right or not, but the anecdotal evidence he cites is pretty ugly.
