Well, we already do have one form of graduated Social Security benefit -- if you make more than a certain amount, then you pay tax on half of your benefit (the theory being that was your employer's contribution).
But, as I said, if the objective is to convert Social Security from a retirement plan to a welfare plan, then your approach makes sense. I'm not sure how much support there will be for it.
